ABD Savunma Bakanlığı’nda iki yıl görev yapan Michael Rubin’e göre, Barzani Türk askerinin Irak’a girmemesi için Amerikan askerlerini hediyeye boğdu. Türkiye-ABD ilişkilerinde uzun süredir yaşanan gerginliğin sebebi bulundu: Mesut Barzani. 1 Mart Tezkeresi’nin geçmemesi için doğulu milletvekillerine, Türk askerinin Irak’ta konuşlanmaması için de ABD askerlerine pahalı hediyeler veren Barzani, ABD’nin PKK’ya operasyon yapmamasında da çok etkili olmuş.Bütün bu iddiaların sahibi Bush yönetimindeki yeni-muhafazakarlara (neocons) yakınlığı ile bilinen Michael Rubin. Middle East Quarterly dergisinin editörü olan Rubin, yeni-muhafazakarların kalesi Amerikan Girişimciler Enstitüsü’nün (AEI) de akademisyenlerinden. Ancak Rubin’in iddialarını daha önemli kılan, 2002-2004 yılları arasında ABD Savunma Bakanlığı’nda Irak ve İran konusunda danışmanlık yapması. Rubin, Irak Koalisyon Geçici Yönetimi’nin de iki numaralı danışmanı olarak çalışmış. Middle East Querterly dergisinde “Yeşil Para” adıyla yayımladığı makalede AK Parti’yi Suudi sermayesini Türkiye’de işletmekle itham eden Rubin, Arı Grubu’nun İngilizce yayınladığı Turkish Policy Quarterly dergisinin son sayısında yer alan “Hatalar Komedisi” isimli makalesinde ilginç tespitlere yer veriyor. Türk-Amerikan ilişkilerinin gerginleşmesinin başlangıcı olarak kabul edilen 1 Mart Tezkeresi’nin Meclis’ten geçmemesini Rubin üç nedene bağlıyor: AK Parti’nin iyi bir liderlik gösterememesi, iç politik oyunların etkili olması ve ABD’nin hatalı diplomasi izlemesi. Rubin, birçok Kürt işadamına ve politikacıya dayandırarak, Türk askerinin kendi bölgesine girmemesi için Barzani’nin AK Parti’nin Güneydoğulu vekillerini bazen maddi yolları da kullanarak ‘hayır’ oyu vermeleri için cesaretlendirdiğini iddia ediyor. 1 Mart Tezkeresi ile “En fazla 62 bin askeri personelin ve (255 uçak ve 65 helikopteri aşmaması kaydıyla) hava unsurlarının 6 ay süreyle Türkiye’de bulunması” talep ediliyordu. Söz konusu askerlerin 4’üncü Tümene bağlı 25 bini en kısa zamanda Türkiye üzerinden Irak’a sokulacaktı. Ancak, Meclis yeterli çoğunluk sağlanamadığı için tezkereyi onaylamayınca, ABD’nin Irak’ı işgal planları sekteye uğradı. ABD Savunma Bakanı Donald Rumsfeld de yaptığı açıklamalarla, ABD birlikleri kuzeyden giremediği için Saddam’ın birliklerinin tam olarak yok edilemediğini, Irak’taki direnişin ortaya çıkmasında Türkiye’nin bu cepheyi açmasının rolü olduğunu iade ederek birçok kez Türkiye’yi suçladı. Rubin, tezkerenin reddi sonrası birçok Amerikalı yetkilinin Erdoğan ve Gül’ün samimiyetini haklı ya da haksız sorgulamaya başladığını ifade ediyor. AK Parti başkan yardımcıları ve yöneticilerinin tezkere sürecinde sorumluluk almaktan kaçındıklarını iddia eden Rubin, 17 Ocak 1991’de Türk üslerinden Irak’a saldırma izni veren tezkerede Turgut Özal’ın ANAP üzerinde gösterdiği disiplini Erdoğan ve Gül’ün parti üzerinde sağlayamadıklarını kaydediyor. Rubin, bu süreçte ABD’nin yaptığı diplomatik hataları da sıralıyor. 1991 Körfez Savaşı sırasında Dışişleri Bakanı James Baker’ın Türkiye’yi dört kez ziyaret ettiğini, buna karşılık Colin Powell’ın 2001 yılındaki kısa ziyaret dışında 1 Mart Tezkeresi’nin reddinden bir ay sonrasına kadar Türkiye’yi ziyaret etmediğini belirtiyor. Powell’ın tezkere pazarlıklarını yürütmek üzere atadığı Büyükelçi Marisa Lino’nun da “yanlış işe yanlış kadın” olduğunu belirten Rubin, Lino’nun Irak ve Suriye tecrübeleri olduğunu, Arnavutluk’ta görev yaptığını, ancak Türkiye’yi çok az tanıdığını kaydediyor. Rubin, ABD’nin diplomatik hatalarına dönemin Ankara Büyükelçisi Robert Pearson’ı da ekliyor. Türk politikası konusunda zayıf bir kulağa sahip olduğu ve oylama günü Meclis’te diplomat bulundurmasının da ters teptiğini belirtiyor. Rubin, Pearson’ın oylamadan bir gün öncesini Mustafa Koç ile golf oynayarak geçirdiğini de hatırlatıyor. ABD’li komutanlara rüşvet soruşturması Meclis, 7 Ekim 2003’te, Irak’a asker gönderilmesi konusunda hükümete yetki veren tezkereyi onaylamıştı. Bunun uygulamaya geçmesini de Barzani’nin engellediğini iddia ediyor, Rubin. Türk askeri ile Kuzey Irak’a giremeyen ABD askerlerinin, Kürt liderler ve peşmergelerle yakın bağlar kurduğunu ifade eden Rubin, özellikle Barzani’nin komutanlara cömert ziyafetler düzenlediğini, altın ve halı gibi değerli hediyeler verdiğini kaydediyor. Komutanların hediyeleri “maalesef kabul ettiğini” söyleyen Rubin, bazı komutanlar hakkında rüşvet soruşturmaları açıldığını vurguluyor. Kürt misafirperverliğinin bu dönemde Geçici Irak Yönetimi’nin yöneticilerini ve Paul Bremer’i de kapsar hale geldiğini anlatan Rubin, bu yakın temasın Türk askerinin Irak’ta görev yapmasını da engellediğini kaydediyor. Kürt grupların, özellikle Barzani’nin Türk askerinin bölgede görev yapmasına karşı çıktığına vurgu yapan Rubin, Kürt liderlerle yakın temas kuran Paul Bremer’in de bu sebeple bahaneler ürettiğine dikkat çekiyor. Rubin, Pentagon ve Dışişleri istemese de, Washington’ın Türkiye’den asker talebini geri çekmek zorunda kaldığını belirtiyor. Rubin, yine de 172’nci Hava İndirme Tugayının Türk komandolarının ellerini bağlayıp, başına çuval geçirmelerinin yanlış olduğunu ifade ediyor. Rubin, dönemin Irak Geçici Yönetimi Başkanı Paul Bremer’in Türk subaylarını Kerkük Vali Yardımcısı’na suikast düzenleme girişiminde bulunmakla suçladığını da hatırlatıyor ve gerçekleri tarihçilerin ortaya çıkaracağını kaydediyor. HATALAR KOMEDİSİ’NDEN SAHNELER Michael Rubin ‘Hatalar Komedisi’ başlıklı detaylı makalesinde, Türk-Amerikan ilişkilerinin gerginlikler yaşamasına sebep olan başka ilginç olaylara da yer veriyor. Deniz Baykal liderliğindeki CHP’nin Irak Savaşı sebebiyle Türkiye’nin sadece turizm kayıplarının 10 milyar doları bulacağını iddia ettiğini, oysa direniş ve güvensizliğe rağmen Türkiye’nin turizm gelirlerinin 2004’te yüzde 32 artış gösterdiğini kaydediyor. Türkiye’nin kayıpların faturasını bu kadar abartılı hesap etmesinde, Birinci Körfez Savaşı ve Çekiç Güç sebebiyle yaşadığı kayıpların geçmiş yönetimlerce telafi edilmemesinin rol oynadığını vurguluyor. Tezkere’nin reddinden sonra, Türk yönetiminin görüşmeler için gelen Amerikalı delegasyonun vize harçlarını karşılamaktan kaçındığını belirtiyor. Yine Ankara Sheraton Otel’de kalan Amerikan resmi delegasyonunun bir sabah erkenden alelacele otel görevlileri tarafından tesisat sorunu gerekçesi ile odalarından çıkartıldığını, aynı odalara daha sonra Türk güvenlik birimlerinin yerleştirildiğini, bu operasyonun anlaşılabilir ama incelikten yoksun olduğunu ve ters teptiğini ifade ediyor. Savaştan bir hafta önce Irak muhalefetinin Ankara’da toplanmasının yanlışlığına dikkat çeken Rubin, Türkmen Cephesi’nin muhalefetin liderliği içerisinde yer almasının benimsendiğini ancak Kürt grupların bunun Ankara’da Türklere verilmiş bir taviz olarak anlaşılacağını ileri sürdüklerini ve görüşmelerin tıkandığını kaydediyor. Bush’un Irak Özel Temsilcisi Zalmay Halilzad’ın da bu dönemde kendisini Richard Holbrooke gibi gördüğünü ve Washington’ın yer konusundaki uyarılarını dikkate almadığını dile getiriyor. Irak Türkmen Cephesi’nin, ABD yönetimi tarafından Genelkurmay ve MİT ile iç içe görüldüğünü, ancak buna rağmen ITC’nin 6 grubun yer aldığı Irak Muhalefeti Liderliği’ne dahil olmasını istediğini kaydediyor. Bu aşamada ITC lideri Sanan Aga’nın ABD güçlerinin de daha sonra yerleşeceği Kürtlere ait yerleri bombalamakla suçlandığını ve bu sebeple görüşmelerin gerçekleşemediğini dile getiriyor. BİR YAHUDİ’NİN İTİRAFLARI İsrail Kürdistan Şebekesi kordinatör yardımcısı Daniel Bart, (www.KurdishMedia.com ) sitesindeki makalesinde, İsrail Kürt ilişkileri ile ilgili olarak ilginç bilgiler veriyor. Kürtler’in, nasıl Yahudiler ile binlerce yıldır “can dost” olduklarının örneklerini sıralıyor. Ayrıca Kuzey Irak’ta Kürt devletinin alt yapısının kurulması çalışmalarının, ta 1965 yılından beri, İsrail’in öncelikli bir politikası haline geldiğinin altını çiziyor. İsrail’in hem Barzani, hem de Talabani ile yıllardır sıkı ilişkilere girdiğini, bugünkü Kürt yönetimleri ile de yakın işbirliği içinde olduğunu açıkça yazıyor. Dahası, hem ABD’de, hem de Avrupa’da, “Kürt ve yahudi asıllılarının (Diasporasının) işbirliği yapmalarının ve ortak hareket etmelerinin” önemini vurguluyor. Daniel Bart, “Kürtler ve Yahudiler bütün dünyada dayanışma içinde olmalıdırlar!” diyor. Daniel Bart, Kürt ve Yahudi kardeşliğinin ortak çalışma stratejisini ise şöyle özetliyor: -“ İsrail’deki güçlü 200 bin Kürt Yahudi toplumu, Kürtlerle Yahudiler arasında işbirliği köprüsü olmalıdır. Kuzey Irak’taki Kürt hükümeti, Kürt meselesi konusunda halkı daha aktif hale getirmek için son derece akıllı çalışmalar yapmalıdır. Ayrıca Kürt-Yahudi işbirliği sadece Kürdistan’ın Irak bölgesi ile de sınırlı tutulmamalıdır. Dünyanın her tarafındaki Yahudi toplulukları, Kürtler’in (doğu, güney ve güney batı Kürdistan’ın) bağımsızlığı için desteklerini artırmalıdır. Yahudiler ayrıca Türkiye Cumhuriyeti’nin daha demokratik olmasına; Türkiye’nin ve Kuzey Kürdistan’ın, Kürtçe ve Türkçe iki resmi lisanlı federal ve demokratik bir yapıya dönüşmesine katkıda bulunmalıdırlar!” ….. A US missile crashed into the offices of Al-Jazeera in downtown Baghdad, killing Tareq Ayub, a correspondent with the Arabic news channel, and wounding one of its cameramen. Taras Protsyuk, a Ukranian cameraman with the Reuters news agency, and Jose Couso, who worked for Telecinco Spanish televison, died after a US tank fired on the Palestine Hotel, where the foreign media are based. Three other Reuter staffers were injured. After the first incident, an Al-Jazeera presenter quickly accused US forces on live television of "intentionally targeting" the channel's offices, recalling the US bombing of its Kabul bureau during the 2001 war in Afghanistan. Al-Jazeera has pointed to sharp US criticism of its coverage of the Iraq war, in which it has been accused of bias against the American-British coalition and sensationalism in broadcasting grisly footage of US soldiers killed in battle and Iraqi interviews with shaken American prisoners of war. On Monday, 7th april 2003, Al-Jazeera had already charged US forces with firing on one of its vehicles outside Baghdad, despite the fact that it was clearly marked with the channel's insignia. In Qatar, the US military command denied taking aim at al-Jazeera's offices and said it had cautioned journalists from the start that working from Baghdad would be risky during the war. "Central command has repeatedly warned media representatives that Baghdad would be a dangerous place to be if the coalition engaged the Iraqi regime in combat," it said in a statement. Al-Jazeera's offices, on the road between the Mansur Hotel and the planning ministry, are not far from the Republican Palace compound where fierce fighting raged between US and Iraqi troops Tuesday. In the second incident, a US commander said an American tank shot a single round at the hotel after it was fired upon. - Reuters editor in chief Geert Linnebank criticized US forces for firing on the hotel. "Taras's death, and the injuries sustained by the others, were so unnecessary," Linnebank said from the agency's London headquarters. He called into question the "judgment of advancing US troops who have known all along that this hotel is the main base for almost all foreign journalists in Baghdad." - The International Federation of Journalists (IFJ) condemned the hotel attack as a possible war crime. "There is no doubt at all that these attacks could be targeting journalists. If so, they are grave and serious violations of international law," said IFJ general secretary Aidan White. "The bombing of hotels where journalists are staying and targeting of Arab media are particularly shocking events in a war which is being fought in the name of democracy," he said. "Those who are responsible must be brought to justice," he said. - Foreign journalists working from the Palestine hotel are under the strict watch of Iraqi authorities, as opposed to Al-Jazeera and rival Abu Dhabi television of the United Arab Emirates which have their own offices and more freedom of movement. - Abu Dhabi TV aired harrowing live footage Tuesday showing its camera position under attack. As they filmed the arrival of two US tanks on a major bridge in central Baghdad close to their offices overlooking the river, what appeared to be Iraqi machinegun fire clattered out from just beneath the camera position. Kaveh Golestan, a veteran cameraman and photographer, had worked for the BBC for about three years. He lived in London and travelled extensively. He also covered the Shah's departure from Iran and the 1979 takeover of the US Embassy in Tehran by student militants. His work took him to the very sharpest ends of the battle for free expression. As a photojournalist he risked his life to help break the story of the gas attack on the Iraqi Kurdish town of Halabja in 1998; in his home country he received a suspended sentence from Iran's Revolutionary Court in 1997 for revealing the horrific plight of children kept in a brutally mismanaged orphanage. Recalling the scenes at Halabja, Kaveh described the scene to Guy Dinmore of the Financial Times. He was about eight kilometres outside Halabja with a military helicopter when the Iraqi MiG-26 fighter-bombers flew in. "It was not as big as a nuclear mushroom cloud, but several smaller ones: thick smoke," he said. He was shocked by the scenes on his arrival in the town, though he seen gas attacks before during the brutal Iran-Iraq war. "It was life frozen. Life had stopped, like watching a film and suddenly it hangs on one frame. It was a new kind of death to me. You went into a room, a kitchen and you saw the body of a woman holding a knife where she had been cutting a carrot. "The aftermath was worse. Victims were still being brought in. Some villagers came to our chopper. They had 15 or 16 beautiful children, begging us to take them to hospital. So all the press sat there and we were each handed a child to carry. In Iran he fell foul of the authorities in January 1997, who banned him from working as a journalist in Iran after his film about the conditions inside the Hazrat Ali Children's Asylum in Tehran was shown on CNN. The film showed horrific scenes of naked children manacled by their hands and feet, and clearly suffering severe pain. It took years and a change of government in Iran to see his press accreditation and his rights to work restored, in what he told his supporters was a "victory for freedom of expression in Iran". Tellingly he marked the occasion by filing a report for CNN on popular demands for Iran's new president Khatami to allow new social and intellectual freedoms. Kaveh told OneWorld Online at the time that it was the knowledge that he was not alone in campaigning for greater freedom of speech in Iran that sustained him: "Everyone has become aware of the struggle for more press freedom. I have been able to reflect on what was happening in my society - there were other people calling out for change." And in further tribute to the power of free expression, he noted at the time that conditions in Tehran's Hazrat Ali Asylum were vastly improved after his film was made. The buildings were repainted, a new director and staff appointed and the practice of using manacles to restrain children has been stopped. Producer Stuart Hughes, 31, injured his foot in the explosion that killed Kaveh, while correspondent Jim Muir and their translator were unhurt, the BBC said. Hughes was being treated in a nearby US Army hospital. "Kaveh Golestan's commitment to freedom of expression showed in his work, his care for the people he represented and in the personal courage he showed at all times," said the publisher of Index on Censorship, Henderson Mullin. "That he was also a fine photographer and a great artist simply deepens the loss." "Kaveh Golestan was an outstanding photojournalist who had worked in support of freedom of expression in his native Iran and elsewhere, and was well known to many Western news organisations," said Richard Sambrook, BBC's director of news in London. Mercer: The 41st president of the United States was hardly the only worthy whose opinion Bush the son failed to solicit. According to Bob Woodward's new book, "Plan of Attack," Bush wanted to invade and that was that. He didn't much discuss the war or its possible aftermath with anybody, with one exception: the holy ghost, Dick Cheney. The charitable conclusion would be that Mercer didn't read Woodward's book. More likely, she just saw what she wanted to see and wrote this inane column out of her zeal to clear the neocons (and thus the Jews, because remember, Ilana is an antisemite, or more precisely, a "self-hater", according to the Mowbraynian antisemite detection kit) of any involvement with the Iraqi quagmire by pinning it all on the Chimp in Chief, which is ludicrous as any real libertarian would instantly recognize. In launching any government project, a convergence of interests is necessary and the bigger the quagmire or boondoggle, the more likely it is that multitudes of deals have been struck, pressures brought to bear, and chips cashed in. Mercer even acknowledges this (and ruins her argument further) with her bulleted "cast of characters" which carefully avoids mentioning any neocons and illogically pins blame on various Arabs and Muslims, some of them so obscure that I've never heard of them. One bullet is "The "Rock Stars," members of an Iraqi-based Muslim sect hired by the CIA to help topple Saddam." The rock stars? Who is this? I googled several combinations of these terms and come up with nothing. Although I haven't read Woodward's book, I've read practically every thing written about Iraq since the neocons and Bushies started beating the war drums after 9/11 and I've never heard of these "rock stars." Now, Perle, Frum, Wolfowitz, Cheney, Rumsfeld, Abrams, Adelman, Bolton, Shulsky and the OSP, Feith, Wurmser, Rice, Libby, Chalabi,etc., etc., were clearly part of the converging interests that dragged the American people into the Iraqi war, no matter how much smoke Ilana tries to blow. (Der Spiegel, 25/2003, S. 134) Doch die Behauptung, Saddam würde mit Massenvernichtungswaffen den Westen bedrohen, ist die "größte Staatslüge der letzten Jahre" (Der Spiegel, 24/2003, S. 22) Die Wahrheit sieht u.a. so aus: Das irakische Öl wird in Zukunft Israel zu einem erdölexportierenden Land machen: "Pläne, eine Pipeline zu bauen, die Öl aus dem jetzt eroberten Irak anzapft und nach Israel leitet, werden derzeit zwischen Washington, Tel Aviv und der potentiellen zukünftigen Regierung des Irak diskutiert. ... Die Haifa-Pipeline existierte als Traum, wurde als Traum wiederbelebt und wird jetzt Wirklichkeit'." (The Observer, London, 20.4.2003) Um sich die Rohstoffe der restlichen Welt zu sichern, hat sich Amerika vom UN-Sicherheitsrat die Erlaubnis erteilen lassen (Deutschland hat nicht widersprochen), sogenannte Präventiv-Kriege führen zu dürfen: "Die Doktrin der US-Regierung, präventive Kriege zu führen, ersetzt 'die Welt der Rechtsstaatlichkeit durch das Konzept der Rechtslosigkeit. (Seymour Hersh im New Yorker, Ausgabe vom 31.3.2003) Nicht nur, daß Amerika vom UN-Sicherheitsrat die Erlaubnis erhielt, "präventiv" in jedes Land der Welt militärisch einzufallen, wurde der Washingtoner Kabale auch noch zugesichert, Verbrechen gegen die Menschlichkeit und Völkermord straffrei verüben zu dürfen. "Vor einem Jahr drohte Washington mit der politischen Blockade aller UN-Einsätze per Veto im Sicherheitsrat und bekam schließlich für ein Jahr eine Ausnahme gewährt: US-Soldaten genießen volle Immunität bei ihren UN-Einsätzen. ... Die UN-Resolution 1422 zur Immunität von US-Soldaten steht nun zur Verlängerung an. Um die Unterstützung für das ICC (Internationaler Strafgerichtshof) nicht unglaubwürdig zu machen, hält das federführende Außenministerium ein Ja zur Verlängerung der UN-Resolution für ausgeschlossen. Zugleich ist den deutschen UN-Diplomaten aber klar, dass 'die Amerikaner ihren Willen bekommen werden'. ... (Die Welt, 12.6.2003, S. 4) Selbstverständlich wurde die UN-Resolution 1422 vom Sicherheitsrat abgesegnet, die deutschen Gutmenschen widersprachen nicht. USrael hat somit von der Weltgemeinschaft die Lizenz für Völkermord und Verbrechen gegen die Menschlichkeit erhalten. Während das Täterland Amerika künftig in jedes Land der Welt einfallen, Menschen massenweise töten und sich die Rohstoffe der unterworfenen Nationen aneignen darf, wird die jeweilige Staatsführung des überfallenen Landes vor den Internationalen Gerichtshof gestellt und wegen "Verbrechen gegen die Menschlichkeit" abgeurteilt. Mit derartigen Schauprozessen soll der Welt die gesetzlose US-Hegemonie als rechtsstaatliche Handlung verkauft werden: "Einige der führenden Figuren, inklusive Saddam, könnten im Falle eines Schuldspruchs zum Tode verurteilt werden." (Times, London, 18.6.2003, S. 1) Daß Sieger sich zu Richtern über die Besiegten aufschwingen ist gewiß nicht neu. Neu ist die geballte Verlogenheit und die Heuchelei, mit der diese Verbrechen begangen werden. Der Zivilisationsbruch geschah mit dem "Terrortribunal" der Sieger in Nürnberg 1945/46. Für ihre eigenen Verbrechen bescheinigten sich die Sieger in einer Art Prozeßordnung (Londoner Statute) Immunität bzw. sie verhängten das prozessuale Verbot, die Verbrechen der Sieger während des Verfahrens anzusprechen. Den Besiegten wiederum wurde das Recht verwehrt, sich zu verteidigen. Jede Anschuldigung der Sieger mußte als offenkundige Tatsache hingenommen werden. Unschuldsbeweise durften nicht vorgebracht werden. Artikel 19 des Londoner Statuts lautet: "Der Gerichtshof ist an Beweisregeln nicht gebunden." Und in Artikel 21 heißt es: "Der Gerichtshof soll nicht Beweis für allgemein bekannte Tatsachen erheben, sondern sie von Amts wegen zur Kenntnis nehmen." In Folge verwandelte sich selbst die Kriegspropaganda der Sieger in "offenkundige Tatsachen". Diese Art Prozeßführung wurde sowohl in Sieger-Schauprozessen als auch später in NS-Prozessen der Bundesrepublik Deutschland vielfach angewandt. Und damit die in den Sieger-Prozessen abgesicherte Kriegspropaganda nicht aufgedeckt würde, mußte sich die Bundesrepublik Deutschland im Überleitungsvertrag (Artikel 7,1) gegenüber den Alliierten verpflichten, daß "alle Urteile und Entscheidungen in Strafsachen, die vor einem Gericht oder einer gerichtlichen Behörde der Drei Mächte ... gefällt worden sind oder später gefällt werden, in jeder Hinsicht nach deutschem Recht rechtskräftig und rechtswirksam bleiben."
